About Urban Development and Revitalization Organization (UDRO)
Urban Development and Revitalization Organization (UDRO) of the Iranian Ministry of Roads and Urban Development (MRUD) was established officially according to stipulation of the then Cabinet of 1997. UDRO started its activities in the framework of a company with 7 regional subsidiaries. In July 2004, the Guardian Council of the constitution, confirmed the decision of the then Board of Ministers to modify the company’s article of Association as a parent (holding) company.
According to the then Government’s policy to develop the revitalization, reinvention and empowerment of the target fabrics, the company gradually expanded its subsidiaries from 7 regional companies to 34 provincial companies with an average of 20% of shares for each.
To realize article 44 of the Constitution, the Privatization Organization entrusted the shares of the parent company to the provincial companies. At the same time, entities titles Offices for Dilapidated Fabrics were established in the General Offices of Roads and Urban Development.
According to the Articles of Association of the company, formed in 2004, the company was established in order to:
i) take the leading role in organizing the Government undertakings through its subsidiary companies in the fields of revitalization, rehabilitation, and renovation of urban old, dilapidated, and inefficient fabrics;
ii) manage the efficient use of the mentioned facilities in order to promote the inner development of cities and enhancement of the urban living environment within the framework of the policies of the Ministry of Housing and Urban Development and the Iranian Higher Council of Urban Planning and Architecture; and
iii) promote the above-mentioned activities through the participation of municipalities, residents, the owners of the mentioned fabrics and the natural and legal entities.
Based on this Article of Association, the most important tasks of the company is as follows:
1- Control and monitoring of the urban development plan preparation and implementation, and building models for replication/ templates;
2- Control and supervision of the management and regularization of people participation;
3- Manage, develop and mobilize the financial resources allocated for the implementation of plans and programs of sustainable reinvention of areas and neighborhoods within targeted urban revitalization and renovation;
- Management of purchases, sales, transfers, land integration and parceling, construction on the estates and old buildings within UDRO’s subject of activities;
5- Carry out educational and cultural activities and studies, develop and enhance human resources related to the goals of the company;
6- Review and study the experiences of other countries in the world and localization of templates and training and promotion of best practices;
7- Conclude agreements to utilize the services and resources of foreign companies and institutions;
8- Necessary liberalization and acquisitions for the implementation of the plans within the subject of the company’s tasks;
9- Absorb, direct, and mobilize people and non-governmental resources for the implementation of projects, such as participation with natural and legal persons through the establishment of publicly-owned companies;
10- Provide appropriate solutions to prevent the urban sprawl through the identification of urban problems and the introduction of internal development capacities
11- Review and present the necessary proposals on the strategies, policies, long-term and medium term plans to the Ministry of Housing and Urban Development;
Also based on the objectives of the National Document of UDRO in the two areas of prevention and addressing of the issues, the problems of the target neighborhoods and areas are as follows:
1-To anticipate the socio-economic, environmental and physical aspects of informal districts and neighborhoods, and prevent their growth;
2- To promote citizenship culture, participation and cooperation of local entities;
3- To enhance quality, safety and sustainability and their enjoyment of urban infrastructure and services;
4- To improve the social status of residents and create equal employment and income opportunities for them; taking into consideration the development capacities of the target neighborhoods and districts;
5- Sustainable protection and revitalization of historical and cultural heritage and the cultural identity of cities; and
6- To promote sustainable lifestyle in urban revitalization, rehabilitation and renovation measures.
